I actually think that it's one of Gringott's security levels:

1. Key, like Harry has.
2. Charmed to allow release on written permission of the rightful owner.

I also think Sirius has no financial advisor (that would be excessively pragmatic of him!) and that Gringott's doesn't care if you're an escaped convict or not--your gold is still as shiny if you are.
