Icon ganker: May I use this icon?
Two out of three times: Sure, be my guest.
One out of three times: No, please, that's for my own personal use.
Foiled a third of the time.

The world of the no-permission icon-ganker:

Icon ganker: *grabs icon, uses*
Nineteen times out of twenty: *nothing happens*
Twentieth time out of twenty: Icon owner: Hey, please don't take my icon. Icon ganker: Oh, I'm sorry. *stops using*
Foiled a twentieth of the time.

Easier to get forgiveness than permission.

This is true, of course. People keep stealing my Snape/Black icons for God only knows what reason. And it will always piss me the fuck off.
