I think he could fly okay, but probably wasn't a Quidditch jock. I totally think Lucius was, though. Maybe his last couple years at school he was even starting to get upstaged by the prodigal little Potter brat.

As for the bucking broomstick Occlumency lesson deal, my guess is maybe there was something wrong with the broom like Potter and Black jinxing it or something.
